Yes this is the basic reaction of pimples, however some high level choppers can produce some backspin on the ball still by really cutting through the shot. Also if the attacker is playing with a lot of topspin sometimes the ball will still come back with backspin if the player is able to really come down on the ball.
Sometimes as an attacker in this type of game is best to be patient and not rush to keep spinning every attack. If you give the chopper different shots and mix up the timing they will have less chance to play a quality shot.
When you do get the chance to play with more power and catch out the chopper if they do get this ball back it will often be the float type of ball you mentioned and you can attack again and finish the point. Hope this helps!
